Inspection Tour Made by the 12th Central Inspection Group Holds a Mobilization Meeting at China Resources Group

According to the Party Central Committee’s unified deployment of inspection work, China Resources Group held a mobilization meeting for the inspection tour made by the 12th Central Inspection Group on the afternoon of March 30, 2019. Before the meeting, the leader of the Inspection Group Wu Zaiping hosted a face-to-face communication session with Chairman Fu Yuning and General Manager Wang Xiangming of China Resources Group, conveying the spirit of important speeches on inspection work by General Secretary Xi Jinping and informing relevant work arrangements. At the meeting, Wu Zaiping delivered a mobilization speech and put forward requirements for implementing inspection work successfully. Fu Yuning presided over the meeting and made a statement.

Deputy leader and relevant comrades of the 12th Central Inspection Group, relevant comrades of the Central Inspection Office, and members of CR leadership group were present at the meeting. Assistant General Manager and other personnel of CR, management team members of headquarters department, strategic business units, and principal persons in charge of first-level profit centers attended the meeting.

Wu Zaiping pointed out that state-owned enterprises were important material and political foundations for socialism with Chinese characteristics, and a crucial pillar and dependable force for our party to govern and rejuvenate the country. The Party Central Committee with Comrade Xi Jinping as the core have attached great importance to the reform and development of state-owned enterprises, made a series of major decisions and arrangements for deepening the reform of state-owned enterprises, and put forward clear requirements for strengthening and improving the Party building of state-owned enterprises under the new circumstances. Making inspection tours to central enterprises has been an important measure to uphold the Party’s overall leadership over state-owned enterprises, supervise the implementation of “two maintenance”, push forward the deepening reform of state-owned enterprises, achieve high-quality development, promote state-owned enterprises to exercise the Party self-governance fully with rigor, and perform main and supervisory responsibilities. China Resources Group and leading cadres at all levels must improve their political stances, firmly establish political consciousness, overall consciousness, core consciousness and alignment consciousness, profoundly understand the significance of conducting inspections to central enterprises, effectively unify thoughts and actions to decisions and deployment of the Party Central Committee, strengthen political responsibility, consciously accept supervision, actively support the work of Central Inspection Group, and jointly complete the inspection tasks handed over by Party Central Committee.

Wu Zaiping also indicated that inspection, essentially political supervision, was comprehensive supervision and examination on the performance of functions and responsibilities by Party organizations and leading cadres in central enterprises. The Central Inspection Group will adhere to the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the spirit of the Second and Third Plenary Sessions of the 19th Central Committee, carry out the deployment of the Third Plenary Session of the 19th Central Commission for Discipline Inspection, stick to the general tone of making progress while maintaining stability, insist on serving the overall situation around the center, resolutely implement the central inspection work guidelines, take “two maintenances” as the fundamental task, and highlight political construction according to the political inspection’s overall requirements of “six focuses and one strengthen” and “five continues”. Combining the characteristics and laws of central enterprises and concentrating on political responsibilities, we will focus on enhancing the Party’s overall leadership over central enterprises, examine and implement the Party’s lines, principles, policies as well as the Party Central Committee’s major decisions and arrangements, and resolutely eliminate formalism and bureaucracy; focus on promoting full self-governance of Party with rigor to a deeper extent, and inspect the implementation of “two responsibilities”; focus on the realization of the Party’s organizational line in the new era, and inspect the fulfillment of the Party building responsibility, enhancement of organizational construction as well as the selection and appointment of people; focus on strengthening the rectification of main and supervisory responsibilities, and inspect the rectification results. In addition, we will strengthen investigation and research on common problems to provide references for improving system and mechanism and deepening the reform, thus giving full play to the strategic role of inspection that treats both the symptoms and the root causes.

Fu Yuning said that this inspection tour to China Resources Group made by the 12th Central Inspection Group fully reflected the concern and attention of the Party Central Committee to CR, as well as the care and love for CR’s cadres and workers. Before the meeting, the Inspection Group conveyed the spirit of important speeches on inspection made by General Secretary Xi Jinping in particular. CR’s leadership group and leading cadres at all levels, with a clear political attitude and strong political responsibility, must connect with the reality, learn and comprehend in-depth, firmly establish “four consciousness”, hold on to “four self-confidences”, and implement “two maintenances”, thus maintaining high consistency with the Party Central Committee with Comrade Xi Jinping as the core in ideology, politics and actions.

Fu Yuning also indicated that CR’s leadership group and leading cadres at all levels should attach great importance to the inspection work. First, we should improve our political standing and unify our ideological understanding. With a highly responsible attitude towards the Party, the country and the people, we should enhance the consciousness and initiative in accepting inspection and supervision, and jointly fulfill this task. Second, we should adhere to the responsibility and cooperation actively. CR has held a special session and a work mobilization and deployment meeting, and set up a work contact group to specifically assist with the inspection. During the inspection, the units and departments involved should support and cooperate in all aspects, earnestly fulfill their duties, be practical and realistic, make overall arrangements and strictly keep it confidential to ensure the smooth progress of this inspection. Third, we should draw inferences and accomplish rectification comprehensively. For the problems, gaps and weak links discovered by Inspection Group, as well as their rectification opinions and suggestions proposed, we should analyze them one by one, identify problem cruxes, determine rectification measures, and carry out them immediately, ensuring that each rectification task has a follow-up and result and truly turning the results of this inspection into practical effects that promote the sustainable and healthy development of China Resources Group.

It is reported that Central Inspection Group will work for two and a half months at China Resources Group. During the inspection, there set a special duty telephone 0755-26411982 and a special P.O. Box: Box A003, Shenzhen, Guangdong. Time for the Inspection Group to answer phone calls every day is from 8:00 to 18:00. Deadline for the Inspection Group to accept petitions is June 10, 2019. According to the inspection regulations, the Central Inspection Group mainly accepts incoming letters, calls and visits that reflect problems relating to CR leadership group and its members, main leaders of lower-level organizations, and leading cadres in key positions. The problems reported should mainly center on violations of disciplines in politics, organization, integrity, mass, work and life. Other petitions beyond the acceptance scope of the Inspection Group will be seriously handled by CR and relevant departments in accordance with regulations.
